And please post the link so we can see how it looks with us. What parts of what 'page' or 'screen' look blue now while you expect them to be black?

1. A link so we can visit the site also.
2. Explain what parts exactly differ (are blue with you and black elsewhere), so we can compare with how it is with us.
And 2 new questions:
3. The version of IE you are using (probably IE8, that came with Windows 7). Or did you download and install IE9 already?
4.The OS and the version of IE used in the public library.
All of this information is essential for researching this. The only advice at the moment can be "Set your monitor to black and white in stead of color so the blue will become grey".

Screen or Window?
Screen = your monitor display screen, example your Desktop display as, for example, http://i.neoseeker.com/mgv/502341-1phil68/341/48/desktop_display.jpg
This is User choice, and since you are a user, you choose. Options include, blank screen, no images, but the color of your choice, or a Desktop "Background" Image, also of your choice.
Window = The "Window" of the application you are currently working with, example http://www.xpunlimited.com/faq/images/xpuseamlessexample1.png
Your "User" choice - Maximised or less than maximised. With maximised you do not see the Desktop image. With 'less than maximised' you can see some of your desktop background.
Other "User" choices, You can choose what the Windows look like, eg the borders, the menu bars, etc, and change colors and schemes.
What you have little choice about - How a web site is displayed within a web browser. That choice is made by the web site creator.
So, what do you mean, Window, or Screen?

It shows the newspaper articles in black, user470 writes in post #3. For me, that's the font color, not the background. Quite uncommon to have white text on a black or blue background for a news site.
But, indeed, without a link and an example and an explanation, we're totally clueless, not only about what's the cause, but about what's the issue.
That seems to be a pattern with this user: telling nothing and asking a lot. That doesn't work.
